The difference is over a 12 year career, Matt Ryan consistently put stats up high enough to where if you ranked it against other QBs he'd be a top 12 Quarterback, even against those in the era.
The QB is an extremely, insanely, difficult position and a ton of QBs don't have the ability to maintain stats to keep them at the top level. Blake Bortles only had 1 season the was really great, and that was 2015. The rest his stats were garbage. He is also no longer starting.
The stats offer the context because being a top NFL QB is an insanely difficult job, and maintaining a consistent level of production yr in and yr out, without much injury, puts you at that level. I think it's more telling for the NFL that a top 12 QB can go through their entire career with only 1 shot at a Superbowl, because the difficult nature of the sport, the intangibles, and the fact at the end of the day while the QB is the most important position on an NFL team, it is far from the only thing that decides a Superbowl winning team.

Take Nick Foles in 2017 for example, you wouldn't call Big Dick Nick a top 12 QB, he might have been in 2017 alone, and he certainly took the Eagles for a Philly special, but throughout his career you couldn't call him a top 12 average QB for the duration of that time frame. Same goes for Joe Flacco, and hell even Eli Manning despite winning 2 rings due to circumstance, the ability to come out clutch, and the teams around him.

Given that Matt Ryan had to play in a division against Drew Brees, and in that timeframe made the same number of Superbowls as Drew Brees, while playing on worse overall teams, still managed to distinguish himself as one of the top QBs in the NFL and play at the caliber and level 0throughout his entire NFL career puts him on that level. He isn't as good as Drew Brees, Aaron Rodgers, Russell Wilson, but he still consistently ranked among them in his conference. and that's what matters.

Im wondering if part of the problem here is the wild power gaps in QBs over the last 10/15 years.
You have your elites like brady, brees, rodgers, payton, and maybe even wilson, but then you have this massive gap down to the next tier. In said lower tier you have guys like ryan and rivers who just arnt that impressive, who have managed some good stat lines every so often but have never actually done anything.

There feels to be some type of jewy stat/skill level inflation going on here.

I think it's just more that we have elites now, guys like Brady, Brees, Rodgers, Payton, and even in the next generations you have guys like Wilson, and Mahomes who are putting up insane numbers. The early to mid 2000s just in general provided the NFL with an insane amount of elite QBs, and high level of QB play. More than the league has ever seen before, including Big Ben to that list. Then from the mid to late 2000s, you had 1st round QBs largely busting, or being mediocre. Getting absolutely ruined by bad management (Andrew Luck) or falling off a cliff. So the same old names from the 2000s dominated most of the 2010s too. With really only QBs like Russell Wilson and Patrick Mahomes standing out with consistent, elite QB plays. Names like Kaepernick, or Cam Newton who relied entirely too much on athleticism, and now Lamar Jackson if he can't fix his throwing mechanics pop up and have a one year wonder, but nothing seems to come of them long term.

The point I'm making with this, is Matt Ryan has been a top 12 QB, because normally 2/3rds of the league have trash to mediocre game managing QBs, and normally there's only a handful of truly elite QBs at any one given time. The only reason 12 seems like saying a QB is elite is because we've ridden the wave of the super elite early to mid 2000s QBs for the last 2 decades.

Miller can flat out fly in a straight line, and despite not seeing much playing time Johnson is a circus catch machine. At tight end you have an elite talent in OJ Howard and a starter caliber player in Cameron Brate. RoJo in the backfield is a very good power back, and the offensive line is strong across the board with the exception of Smith, who has still improved from mediocre to solid over time. Brady alone on this roster is an elite team, and they wouldn’t have blown the doors off of the OTHER NFL superteam ifmthey weren’t. Gronk, AB, and Fournette just made it extra unfair.

I’d be afraid if I were the rest of the NFL, because I legitimately believe it when every player and coach says that they haven’t even peaked yet.
