Twenty years ago I would agree but now things in Earth culture are so poisoned that there's no way a Mars crew can be selected with an optimal survival outcome in mind. China is the only power on Earth that has a chance at establishing a Mars base that doesn't get fucked by Earth's social issues but they'd probably all die because some party connected sub-contractor replaced the pressure glass with sheets of baked sugar.

Something to take note of is that, with our current tech, we can only send rockets to Mars once every two years. That makes the whole thing a very slow process, even if you have the technology to terraform or create a habitable zone or something.

There are millions of people in 3rd world countries that are doctors, engineers, chemists, that can be trained to live there and have the fortitude to be colonizers.

It took over a century between Jamestown 1609 until 1775 when the Colonies could become self-sufficient, and almost another two centuries before USA became soia-ridden.
North America (California aside) is not a very hospitable place, albeit more hospitable perhaps than Australia. Mars will be like Australia but more so. It will be many centuries before the latte-swillers take it over.

We could do both if we can afford it. Say we get some standard mining, refining and manufacturing facilities to the moon. The most cost effective use of those resources is further space industry.

It's going to cut the establishment costs of a Martian colony by several orders of magnitude in launch costs alone.

It really depends how much people want it. Demand for space manufacturing infrastructure will grow steadily once it's begun. It depends how much of a share of that industry output goes toward Earth versus Mars.

Growing crystals and metallic foams in microgravity. Easy access to an excellent vacuum. So much potential.

Absolutely not with current technology, anyone who says differently is living a fantasy.

There are no resources there that are required to support human life. We can't realistically send supplies frequent enough to sustain any population of people. I'm talking basic things like food and water, staying warm; materials to build habitats and infrastructure that don't become destroyed over time due to normal wear and tear. Not even talking about long term issues like low gravity, and radiation.

The delta v difference for Mars and the Moon is minor and actually smaller for Mars if you're going for low orbit, perhaps to a supply depot. Obviously Mars is a longer transit so you have to pipeline plan better than with the Moon.

Actually, if you dual purpose your industrial infrastructure you could move it from the Moon to Mars. Especially if you design modular systems.

In both locations refining oxides is going to be the easiest source of oxygen. No idea why NASA wants to magic oxygen out of CO2 instead. Cool experiment though.

A couple of dump trucks and a few cranes with a team of human support could track across almost any terrain and perform extraordinary exploratory missions as well. Such an arrangement could lift a modular refinery around given enough time.

Imagine lowering a manned rover into a lunar lava tube by crane.
