Rockets generally need to launch eastward to get a boost from the Earth's rotation. You want to launch from where there's nothing below you to the east. Even a state with low population like Nevada has more people and infrastructure below than the ocean does.

It could but Hawaii doesn't have the industrial base for a spaceport. Everything could be brought in. That's what the Navy does for their operations there but that's worth the cost for what having a mid-Pacific base means for them. For space programs, easy access to the continental industrial base and labor pool is far more valuable than avoiding occasional bad weather.
