Roger Waters couldn't play bass or write music very well so Gilmour wrote and played a lot of what Waters couldn't do. In terms of song structure, harmony, inventiveness in the actual music, Beatles are hard to beat, but at the same time it's not like they invented their musical phrases, it's all from mostly classical music. Their type of song and the change of popular music was due to them though. I think Paul was the most talented for music but on his own he didn't write at the same level so their producers, etc... helped them alot.
