This isn't true. It stems from a deboonked theory that the bacteria resided in the tick's gut or bloodstream and took time to get to its mouthparts while feeding. It's been known for some time that the bacteria can reside on its mouthparts, so theoretically you can be infected almost immediately.

Monitor for symptoms. See a doctor if you feel unwell for more than a few days, or you develop new or increased swelling at the site. Whenever I find ticks I draw an arrow in sharpie where I pulled it out so I can watch it.

Here's an article critical of the 36 hour claim:

But studies supporting the 36 hour theory are pretty solid overall.
According to "Conquering Lyme Disease" by Fallon, Sotsky et al., 2018,
>It usually takes thirty-six hours of attachment for the tick to infect a human. If a tick is attached for a shorter period of time, the Borreliaspirochete can still be transmitted, but the likelihood of transmission is much lower.

So you can choose how paranoid you want to be, but if you decide not to freak out if you pull off a tick within 36, that's totally reasonable.
The CDC's final word:
