Cars really didn't have powerful enough data gathering capability to be worthwhile for glowies to utilize until the early 2000's, and there were still tons of cars that weren't shipped with data antennas by then. OP is probably right, the hard cutoff for all cars having data sending capabilities is around the early 2010s.
