I've had two Toyotas with the manual version where anchor is on the door itself rather than the frame, which is maybe worse because it never gets out of the way. I always unbuckle both belts.

There were two ways to achieve this. Either install an airbag or install an automatic seatbelt which counted as passive at the time. The automatic seatbelt was cheaper so thats what many manufacturers did. However that only lasted 3-4 years because in 1994 airbags were mandated anyway.
