I've had two Toyotas with the manual version where anchor is on the door itself rather than the frame, which is maybe worse because it never gets out of the way. I always unbuckle both belts.

There were two ways to achieve this. Either install an airbag or install an automatic seatbelt which counted as passive at the time.
