If you're regularly riding on the highway or fast roads I'd say go for it, I did a stint at 70mph on a long journey and it was unpleasant. I just use mine for country lane croozing so I'm mostly maxing at 60-ish, but I've run it up to 110 a couple of times before running out of balls.
I'm yet to try the full Eddie Lawson aero-position.

Unfortunately all the alternatives that I was going to suggest will be out of your budget, stuff like the MT-03, Duke 390, Z400, CB300R, etc. I don't really know much about older bikes that would be a lot cheaper and from what I can find a lot of them seem to be twins like the GS500 or ER5. Looks like you might have to go with either the CB or maybe a Royal Enfield.

Alpinestars is pretty good on their jackets. Bit pricey comparatively but still solid. Im swapping back and forth between a MH armored hoodie (just a bit short in the torso, I'm tall) and a fly racing mesh jacket when its hot, which is a great jacket, just a bit long on the arms.

depends on the region. In my area the r3 is priced about the same as the cbr300r, which gets absolutely merc'd by the r3 in terms of performance. The n400 is about the same performance and position wise, but in my area those are getting about 60% markup. You cannot buy a used one even for MSRP. The rc390 has about the same power, but is a bit lighter and more aggressively stanced more like a supersport. All three are really very similar honestly, get which ever fits your budget best and you like the looks of the most. I'll just note that the ninja 400 is a bitch to tension the chain on in my experience.

Most all of the cracked frame gen1s were bikes that had been stunted and hooned pretty bad.
