I would say it depends. You can tell how much someone gives a fuck by the attention to detail on their itasha.
The worst and most obvious clout-chasing I've seen just slapped on some random characters with no theme in mind. There's a video out there of a bunch of guys who have no idea what they're doing and trying to make an itasha that is just like that. They've just paid one artist for the rights to a variety of artwork out of convenience instead of doing it properly but I've since lost the link to it.
