How does /o/ solve highway traffic, and more specifically highways clogging up like this? Whenever I build highways in my vidya gayme they run like clockwork, what am I doing right that the government and high-paid traffic engineers can't do?

Public transport.
Most people don't like driving the just want to get where they are going and do what they need to do.
No need to van cars or create new regulations if you make a great public transport system traffic will drop.

Build a walkable city and do what is possible to keep the wage gap down so people who work in the city can also live there. City to suburb traffic is the main issue.

You could also decrease the population by like 50%. That would work too.

Also anyone in the passing lane for more than ~5 seconds while being able to get back in the driving lane gets the dęathę penalty.

Any freshman economics student can tell you that highways are overused because they're underpriced. If you add enough tolls to properly cover all the costs of highway maintenance, (1) people will be incentivized to (a) use other forms of transportation or (b) move closer to their workplaces, and (2) the people who don't use highways won't be forced to subsidize through taxes the people who do use highways.

Put hormonal birth control in the water, push feminism and female education via the media and financial institutions, put corn syrup in all the food so people get fat and less virile, use the government's classified budget to pay women to be pornstars through services like onlyfans.

This is pretty much it. You just have to build networks extensive enough that people can reasonably commute by train from somewhere they actually want to live to where they work, and when necessary provide enough of a police presence to keep trains from becoming rolling homeless camps. Some US cities are part of the way there with commuter rail, and unlike some people I think the park & ride system is totally fine, but it's let down by having far too few lines, too few trains a day on those lines, and inadequate local transport once you're into town.

Cities:Skylines will despawn cars and trains that are stopped for too long. You probably have some areas that are congested but the game let's you cheat through it.

Park and ride is a great stop gap especially for more rural areas.
Of course if a city has more than a couple of million people at that point density is such that true light rail or subway systems start to make sense.
One of the biggest advantages of High speed rail is increased range for comfortable commute times
with High speed rail if you live by the station and it is reliable you can live 50 miles away and still only have a half hour commute.
