I've never even considered wearing a helmet. That's something for children that have just learned to ride and are still wobbly. Once people get securely riding they all just take it off. Grown people wearing helmets just signal to me that they fear the bike. They should honestly just walk instead.

Depends where you live and where you ride. For example, where I live, even on bike lanes, I'd wear one, since lanes go over intersections with bad visibility and cagies still think they have the way in those situations. Also, on forest paths, downhill, riding fast - always, not even because I can fall, but low handing tree branches tend to hurt. In high heat, some people can feint, so if you're a girls, wear a helmet in heavy hot sun.
It's ok not to wear a helmet, if it's not required by law, you ride safely and around and area where other people drive safely and respect cyclist. Dirt village roads I'd also would change the helmet for a cap.

Are you implying, by the way, that walking on the path, on your feet, near no cars, at four miles an hour, has the same risk factor as riding on the road, suspended in mid air, near a load of cars, at 20 mph?

If you get hit while walking you go over the bonnet and hit the windshield. What do you think happens if you're doing 20 and you get hit on the side, or worse head on, by an oncming car at 30 mph, so in relative terms 50 mph? You will go flying.
