It's a case-by-case thing the BQX is a legitimately bad idea, the area is mostly industrial and the parts that are not are already either served by the G train or Manhattan subways. The B62 which most resembles the route the train would is not a bus route that is particularly busy or high priority. There are other more necessary improvements in places that are already developed. You can only push building supplies so far from the places your building before it becomes cumbersome. It's not NIMBYism as much as feasibility and reality.

Fun fact: The people mover at JFK was build to be later on converted to a full extension of the subway, the elevated sections are able to hold up the weight of a full MTA train set and are wide enough to have it as well. The only thing stopping a full conversion was (and is) the fact it would cost a ton of money and I don't know if you could keep it running while doing it. So extending the subway directly to JFK isn't just possible, they pre-planned for it and the existing infrastructure could handle it with minor upgrades.

>Flushing Waterfront
Are you talking about the redevelopment of Fort Greene and Clinton Hill's Waterfront? Cause that's running at the pace that you'd expect from a DoD NYC collaboration? The area between Myrtle and Flushing is 1/2 BQE and 1/2 storage lockers and distribution warehouses. It's simply not a place that's redevelopment is gonna be rapid or seen as urgent. Then it cuts through the Hasidic Williamsburg which changes at that pace, then you get into the already gentrified parts before terminating at a hypothetical Queens Hudson Yards.

Red Hook could use transit (not as much as it's hyped to need it, but it's still in some ways a desert) but people only care about it cause of Ikea and a 1 train tunnel or Culver Line Spur makes far more sense and would be done much cheaper.
