I think I understand where you're coming from OP. I wouldn't want someone on my wheel, if I didn't know how they ride.This is what I do, on the road, mup, etc.If they haven't asked to get on your wheel, wave them on. Wait like one second then do it again, turn your head and say "you can pass me".If they don't respond, or don't pass, give them a light brake check. Just enough to make them snap out of it. You could substitute "pull over" for "brake check", but drafting without asking is asshole behavior, so that's how I treat it.
