Without their necklaces and powers, I always like the idea that any ’evil’ would fade into more general combination of open disdain for the majority of humans (though with a capacity to accept a few who prove useful and understanding/sympathetic to them) a lingering sense of pride at what they once were, and an ambition to recover the ability to be adored by whatever means necessary.
So are they sisters? Friends? Just stuck with each other?

She wanted a pearlescent muiral of some dark deep sea scene with some kind of violet hydra or water dragon with cloven hooves as the central focus. The way she described it it sounded metal as fuck but Dagi put an end to that idea, saying quite irritated "This isn't your personal vanity project. This isn't a navel gazing exercise. This is our *brand*. Go stare in the mirror if you're feeling narcissistic.. and honestly? a little more time in front of the mirror might do you some good.">Remembering that line forced a smile on your face that reminded you you were getting a bit chapped. Hell, going off the mythological representation, they could be straight-up murderers. Now while some people get off on getting bullied, manipulated and the like, not everyone does. Some people just want a "softer" version of the girls, taking their character designs and some of the fundamental aspects of their characters, and putting them in whatever situation, where they can act in a "softer" way. Sonata is a generic ditz, Aria is a generic douchey tomboy, etc. I get why that might frustrate someone, but it happens to pretty much EVERY fictional character. Hell, I'd rather that happened then a character's personality is ditched altogether. The number of fics, greens I've read that I just can't get into, because the characters involved are acting in a totally arbitrary, unrealistic way is insane. Hell, this even happens in the character's original source material fairly often.

The capacity to do good (if only to get the heroes off their backs) and even be altruistic to those they see as actual allies and even friends, but never quite losing their teeth (literally and figuratively considering my setting has then recover their powers.)

Especially characters who got as little screen time as our girls, as you say.I used to be of sort of the opposite, and think that "character development" was just deviating from what made a character themselves. I know realise that character development, if done organically and properly (a character faces a situation, and has to expand their horizons to properly navigate that situation) is pretty important if you want to write a compelling story.
