I think it's the DGP format, the whole show kept resetting every few episodes while the characters' goals and the wider stakes have remained constant. All that's really happened is the side characters, like Lopo and PunkJack, have cycled in-and-out, and there's been a dripfeed of details about what the status quo actually is to clarify it while we see it get reset and repeated. The JGP is the first thing to really happen that's disrupted anything to a meaningful degree
I don't think it's a bad thing on the face of it, but I think it's contributing to a feeling of all the core characters being super one-note. That's partly why the Desaster just being thrown to the wayside is frustrating, it was a real opportunity to shake up their dynamics and (for Neon at least) reorient their goals, but now it might as well have not happened

It's the eventual consequence of deciding to make the show with this gimmick, but even so they should have found a way to make it more interesting. I noticed people ended up liking Buffa recently because he's got more to do, and it did make me realize that everyone else is just doing the exact same thing they were from the start.
