I actually think this scene symbolizes more than just Rita having a thing for plush toys. As you can see, all the other rulers are still there but Rita has been replaced by a cute stand in. I feel like it reflects Rita being Non-Binary. The plush is a stand in because everyone just wants to see them being the "Cute girl" they are supposed to be, while Rita has to hide their real self (Both literally and metaphorically) behind a cute facade that will please people who are less accepting of their gender politics.Honestly kinda crazy if thats what they are going for. It is bittersweet seeing sentai become more popular on social media with more new people discovering the shows.
