In an English context, I'd define tokusatsu as all Japanese works that fit the Japanese definition of tokusatsu (notable use of special effects), plus any international work purposely trying to emulate those works.
Just because Precure have transformations, they're not toku.

Next Lion-Maru episode should hopefully be out at some point tomorrow.In the meantime lemme walk you through how this goes.I get up anywhere between 9 & 12.I hit up a Brazilian friend of mine to help translate the dubbed episodes, of which this current episode is the 2nd to last of, I can do the Portuguese subbed episodes myself.I only have until 7 before he runs out of time zone,I have to take 2 hours out of my daylight hours to exercise because y'know, health's important & whatnot.I have the attention span of an amnesiac goldfish and am distracted just as easily, so you can imagine what that does to my productivity,& my friend's not always available to help at exactly the most opportune times because obviously he's got a life too.So with all that combined, in a single day I can get about, at most half an episode, on average anywhere between 5-10 minutes.

A lot of Toku around that time tended to lean into just having every enemy be about the same but with different powers/designs, but P really had an incredible ability to create enemies that you cared for and felt very memorable one way or another. What they lacked in budget they made up for in personality and concepts.

And I haven’t seen anything from Monster Prince, Fuun Lion Maru, Tiger Seven or Zaborgar so I can’t speak for them.
