Can someone tell me if this was actually written by Verne?
The story of the discovery of the manuscript seemed very suspect, but I couldn't find anything about people denying Verne's authorship.

I don't think anyone here has the kind of connections to tell you if this was actually written by Verne or not. The official version is that it's genuine, and from what I saw there is even correspondence with the publisher revealing that there was such a text at the time.
