The shit trickles down to junior officers, who will get fucked down in a 3 shop for their whole career unless they take part in the game and who will end up working til 2000 every day regardless due to ossifer culture autism, and then to NCOs through the similar NCOER system, which leads to dicksucking and brown-nosing by those wishing to promote. On top of the systemic issues, OPTEMPO is higher than ever despite the GWOT being essentially done with, and to cap it off HQDA pulls moves like spending tens of millions of dollars on base renaming when the bases being renamed house soldiers in shitty moldy barracks that lead to them deciding to ETS instead of being retained. The consequences of all of this have been a little easier to hide, since unlike in say the Navy where declining manpower and falling standards directly leads to shit like boat collisions, the Army operating platoons at half strength isn't nearly as noticeable.
