I'm fairly sure H-20 will be a subsonic flying wing, but if they went with some sort of supersonic Tu-22-esque stealth bomber, there would be even less reason to go for high bypass ratio engines, drag. High bypass ratio engines are obvious choice on modern airliners and transport aircraft because those are efficient on high subsonic operating speeds of those kinds of aircraft. On transport aircraft and airliners where things like landing distance and ultimate fuel efficiency are more important than speed, turboprops become viable alternative. On airliners that means mostly short haul and regional airliners.One reason why Boeing isn't going to make all new passenger aircraft any time soon is because there are unducted fans under development, they want to see how those will work out before committing to anything, as those might give engine that is substantially more fuel efficient than both high bypass ratio turbofans and can operate way faster speeds than current turboprops. Unducted fan pretty much gives best of the both worlds when it comes to fuel efficiency and speed, bad thing is that you can't mount those on underwing nacelles of low wing aircraft.Last time unducted fans were a thing was in 70's and 80's was due to aftermath of 70's oil crises, it wasn't killed by noise concerns, it was killed because of fuel prices dropped. Airlines simply weren't interested in funding development for about 30% improvement in fuel efficiency by early 90's.

You can literally count with one hand the number of countries in the world capable of designing and building aircraft engines
