They've probably lost a couple hundred or even a few thousand to that. Also consider they're small. If they wish to conduct larger operations they would need more personnel. Fagner still has a presence in the mid east and Africa. Flip to Ukraine. They're gearing up for offensive operations. Offense requires more than double the personnel than defense if you wish to do well. They need to swell in size if they wish to be successful. Both sides have eaten casualties in large numbers, but it's ridiculous to tie recruitment needs directly to casualties when both sides have stated the need for more personnel for offense or backfill duties.
