The difference with cluster bombs is that the submunitions by their nature have very basic and unreliable fuses that tend to produce duds, multiplied hy the large number of submunitions. Thats why many states ban them. Airburst proximilty ammo likely has a large, complex fuse with multiple redundant systems. So no more likely to produce duds than regular shells. This why theyre safer and what the other anon meant with the previous post.

Korea has the K11 which also had limited adoption and is a decent enough take as it solves some of the XM29's weight problems. Japan also had a pretty decent take on the system where the 20mm was modular, could be used on 420mm barrel to 120mm barrels, and also detached and used as an independent system similar to the XM25.
