The difference between is that Americans went in expecting to rebuild Afghanistan, when in fact Afghanistan was so throughly ruined by 20 years of civil war that they had to build an entirely new society. Had the Saur Revolution never taken place and Afghanistan pivoted towards the West instead of the Soviet Union, and had America decided to take it upon itself to "democratize" Afghanistan in order to have an ally in Central Asia right on the Soviet frontier, its job would have been considerably easier.
