Let's assume you're some Chinese wunderkind with all kinds of low-cost, efficient, and superior weapon designs bouncing around in your head. So you get assigned to some design bureau and start trying to make prototypes.

Quality of design materials sucks because it's made of chinesium. Need hardened steel for your new APC design? Good luck, especially if the superior above you is using the bureau as his own personal slush fund for blow and hookers. You'll get substandard materials and every prototype will have the durability of paper, despite being a decent design. Due to this you're trying to solve problems that wouldn't exist if you had proper materials to work with and every exhibition will fail to impress your superiors, thus getting YOU in trouble, since your superior will be trying to save his own ass first and foremost. This is one of the primary reasons Chinese military copies so much, if the design is a failure, it's not the bureau's fault, the design (US or foreign) just isn't very good :)

Let's assume you get lucky and your materials don't suck. You have to impress military officials who have never been in a combat zone, or if they have, it certainly wasn't on the front lines with new equipment. They have no frame of reference for what they want outside of what they've seen from other military units (this includes helmet cam, videos, and product commercials). This is why projects like the recoil-less rifle trucks get greenlit, they look impressive on the ground and make big explosions.

Assuming you got past the first two hurdles and made a good weapon. You now have a target on your back by every other general or bureau that doesn't like the guy above you, or YOU for showing them up and getting a bigger budget. Cue your superior getting brought up on charges of corruption, arrested, and or gulaged and your whole bureau being shut down out of spite. Your original project may be shut down and you may be forced to work on something completely out of your wheelhouse. Your project just may be shut down because it's too costly or not within the doctrine of the PLA, despite being excellent as a weapons system.

Let's say that you perservere though, and get a viable product complete from start to finish and ready for mass production. You run back into problem #1 as the industrial bureau charged with mass producing your design will scimp on materials, so even if the prototype was solid, a good portion of the units being produced will be shit because corruption. There was a report about up-armored humvee clones that might as well have just been civilian trucks because their armor was virtually nonexistent. There were over 5,000 of these trucks produced. Naturally, the PLA discovered the guy in charge was pocketing the cash meant for the armor.

This is why China copies most of their military designs. It's just not worth the headache and hassle of trying to innovate in such a dysfunctional state. Why risk your reputation and life at risk to try new things, when merely copying and blaming foreign designs will work just as good and leave you with no face lost?

Tracking Chinese state-level corruption is super hard because you only hear it about it when there's either a really big name like a general or a high ranking Party member getting into the state media -- or if it's a group of municipal level nobodies they trot out every now and then. A big problem is that corruption is basically legalized in China. Second, there was no annexation attempt, but a terraforming project. At no point of time Russian forces tried to even make a landing on the island. Which is, of course, a dick move, but technically legal.

As for Kerch strait and bridge, they most likely attached it to mainland Russia for logistical reasons. If part of the bridge belongs to Crimea and part belongs to Krasnodar, that means any maintenance would require twice as much paperwork and cooperation between different region governments; and Crimea would have to requisition materials and personnel from Krasnodar anyway. It's just easier to make it all the responsibility of Krasnodar.
