The Schmalturm was intended to simplify production more than anything else, it had around the same protection as the previous Panther turret.
Also it wasn't really a 'panther II' turret, it was meant for regular panthers.

and the panther turret was theoretically vulnerable to the American 3in gun and soviet 85mm along the entire mantlet area

They were built with an autoloader in mind. With an oscillating turret, the bustle with the ammunition remains static in relation to the gun, simplifying loading.
Modern autoloaders (and manuals often too, for that manner) detach the gun from the sight-line after firing, bringing the breech to a preset loading-position, automatically raising or lowering it again to match the sights once loading is complete. This makes it easier for a machine (and whomever's wrangling the heavy shells) to shove a new one in.
However, the tech to do this reliably and accurately (from an aiming perspective) wasn't there back in the day, so they came up with oscillating turrets instead.

At this point in history armor-piercing ammo was so good the major thought going forward (at least in the West) was that trying to meaningfully protect your tank against another tank was pointless.
This line of thinking is behind the M48, Leopard 1, and AMX-30 MBT's.
