Because it covers for said bad practices to help secure both lobbying dollars (Look guys, these new gun owners new representation too! Give us money!) and industry investment (Look banks, see how many new customers we have? Give us money!). In truth, the reason for bad supply and constant shortages isn't increased demand (though that is present) it's bad management from a industry that caters almost exclusively to GOVERNMENT contracts. From terrible contracts with 3rd party suppliers (See HMG and Hudson) to larger firms being unable to make anything unless the federal government orders it (Colt, Remington, S&W prior to 2004) the entire American firearms industry is centered around large cushy government contracts. Which means they don't have to invest in trying to satisfy the private commercial market, and so when those government contracts expire or don't occur at all, the companies fold like Superman on laundry day.
