well it is not a bad way to go. I betcha that USNavy has an emergency plan to do the same should shit hit the fan... Think about it.

You start with an empty seaworthy long endurance ship that takes couple months to build. Nothing fancy about it, built as cheap as possible, thousands of them already in the water, ready to be repurposed (if shtf naval trading will be limited anyway) No internal structure limitations, it is a big void which has easy access from above to do remodeling and reinforcing as you please. Add bulkheads to make it very, very difficult to sink by a random mine/missile just by the sheer reserve buoyancy. Still have plenty of displacement left, those hulls are designed to carry more cargo weight (DWT) than a freaking loaded aircraft carrier weights on its own! (neopanamax ships carry 120 000t and they are not even the largest out there).
