In story I can't see Shiki really having anything to do with any of the girls and Shirou either. For example Arc wouldn't even speak to him if she's in character and the Tohno Trio I can't imagine coming in contact with or being interested in their life. I don't think Shiki would care to insert himself in any of the Fate issues generally unless it's involving someone he cares about or something happening in front of him/he's already in the thick of it. Ciel and Shirou would probably bring out the worst in each other. Her character conflict wouldn't be resolved without Shiki's conflict mirroring hers with emphasis on their sin, atonement and going through the same issues with Roa. That said I feel like FSN as a whole was built more with Shirou as the focus with the heroines designed around facilitating him more whereas it's a bit more balanced in Tsuki and leaning a bit the other way with Shiki built around the heroines story. Both ways function great for what it's worth.
