You get multiple different universes and canons, with even some contradictory ones (Thunderbolt vs the original OYW, Unicorn vs late UC) and dumb crossovers yet at no point does is it justified by in-universe timelines, it's simply different stories. Fiction is just fiction, you don't need parallel universes to justify writing a magical girl story with Illya as the MC.

But on a more cynical note, I really think it's a byproduct of TM being far too afraid to venture into entirely new territory. Watching Fate Apocrypha again, this time with a bud so I can finish it. It's got a lot of problems, the initial pitch of having two sides with fourteen servants really doesn't pan out and fails on delivering because hardly anyone develops or relates to each other on the way that FSN or Zero did. I started reading strange/fake recently, too. After the first couple volumes the visceral action and weird pitch of 'ooh Jack the Ripper is a shapeshifter and no one knows what he really looks like,' 'Rider is sickness and puts people into this girl's dream world,' I'm still interested but I'm concerned about whether it actually pans out and gets interesting in regards to the relations between the servants and the masters. The whole relationship aspect is what I really want and care about, I think it's the most interesting thing about Fate.

When you think about it, UBW doesn't make much sens when you're shown how scarce the instances are where Counter Force decides to act.Yet UBW has thousands of weapons from many different erad. That would mean the Counter Force had to have had a reason to act in all of those cases and decided to summon Archer specifically. Even if you admit the CF may have summoned him more often than others as a kind of repayment to allow him to act on his ideals and taking into account he probably copied most of his shit from Gilgamesh it still leaves a truckload of weapons, and so summons, to explain.
