Yes we spot excellent students and give them a top tier education. I actually happen to know about this a bit, and the thing is contrary to countries that try to give all their students good math skills, France focuses on a few good elements an leaves the rest behind.
It's actually quite representative of our public school system, there are two kinds of public schools here, one is exclusively frequented by the most elite people in the country, requires top tier grades better than any private school, has very few spots and so on. The other kind of public school is absolutely awful and often they rank way behind those of some much poorer countries.

Ours don't, they get worse and worse. Look i'm not making it up, i went there, the teachers say it, the students say it, even the ministers say it. 25% of our 16yos don't pass basic reading tests. Private schools are booming because no one wants to send their children to public schools anymore.
