At the same time, they usually don't house wealthy people so maintenance budgets for the facilities will be lower. Commieblocks are usually built in cold countries. Aggressive freeze thaw cycles quickly cause any cracks to grow into total pavement failure very quickly if drainage isn't really good, which it won't be since commieblocks are budget constructions. All of this conspires to create a situation where you have a large area of poorly drained pavement which is constantly and quickly deteriorating and no budget to maintain it.You see the same thing in pavement anywhere when comparing less important roads in cold and warm regions. The shitty roads in cold regions are dramatically shittier since they're constantly being broken apart by ice.
