Also if you watch La Chinoise, a satirical movie about French student Maoists in 1967, they're putting on these avant-garde performances condemning the Soviets for not being hardline enough towards the Americans, specifically condemning Kosygin (the premier) as opposed to Brezhnev specifically (the General Secretary). "Mr. Kosygin! Help! Help!" So it wasn't the case that when Khrushchev was ousted, Brezhnev just became the new big cheeseburger, although it developed that way over time.
