We don't really know a huge amount of Rome's origins, the earliest evidence is of a small settlement in the early Iron Age but it's hard to say what is and isn't identifiably 'Roman'.
Of time periods where we actually have substantial evidence of social practices, excessive feasting and other aspects of conspicuous consumption were definitely more common in the Republic and Principate than in the late empire.
The conservative elements of Roman society were mostly those in rural areas, the distinction between the rustic villa of productive farms and hard working landowners and the urban villa full of wine-gulping layabouts was a feature of Roman social commentary from the start.
If anything the socially conservative factions of society grew stronger as the urban sphere declined in importance from the 3rd Century onwards and the church took on many of the social functions that the urban elite did previously.
