It’s a system of down mixing two separate groups into half bloods while at the same time reintroducing pure bloods and developing a pool of lightly mixed population that you can down mix some more. The first child you can usually control for intelligence, after that for just about anything except that, with various sexual positions and influencing the pregnancy term. There is also the maternal grandfather phenomena where a daughters of dead fathers can significantly increase her next child’s intelligence. Epstein and Nygar tried to get in on this but only the governments can reach the scale necessary.

People in those populations carry recessive forms of that gene that only have the possiblity of expressing themselves in their offspring when they procreate with someone else that carries the reccessive gene. So would you have cull the entire population of of recessive carriers?Have genetic screening for couples that have the possiblity of being carriers to let them decide?Or just list the disease lie low in the population while killing those who actively exhibit its symptoms? The only solution is gene editing and even then we don't know how all our genes are linked to each other and what effect editing one could have upstream.

Identify which genes you dont like, sterilize EVERYONE with those genes no matter how attractive they are or how intelligent they are either. After a few years that gene would be wiped from the local population's genome but not for good as random mutations can bring back genes you tried to get rid of like a family with no history of autism suddenly having an autistic daughter for example. Genetic randomness lols at our attempts to try and selectively control our genetic expression.Now for the genes you do like have people wit those genes reproduce disproportionately amd KILL their offspring that lack the genes you lack. So if you want blonde people you wil lkill all children not born blonde. Overtime the blonde trait becomes a local populations average meaning blonde children are more likely than brunettes.
