Maybe Ukraine, if you didn't account for the possible corruption. They inherited a shit ton of industry and military tech from the soviets (including an aircraft carrier and a bunch of nukes) and probably had a pretty good environment for the capitalist economy (Im not aware of all the intricacies of their situation though, so I cant say for certain). However, a horrible switch to capitalism and, as I said, political corruption and the emergence of oligarchs fucked them over. Then again you cpuld argue that this was inevitable due to a lack of a healthy political culture and system and russian economic influence

They did not conduct population census on purpose since 2001. In 1989 they had 52 million, in 2001 they had 48 million.

Now, based by bread consumption and electricity usage datas they have approx 36 million. Post 2014, 2 million went to be toilet cleaners to Poland/EU, 5 millions to Russia.

Tajikistan joining them definitely wasn't a thing in the 90s, and Tajikistan had a Civil War at the time.

Most importantly, landlocked countries are automatically disadvantaged. Tajikistan and Kyrgyzstan fare the worst because they don't have the oil or gas that Turkmenistan and Kazakhstan do.
