They inherited a shit ton of industry and military tech from the soviets (including an aircraft carrier and a bunch of nukes) and probably had a pretty good environment for the capitalist economy (Im not aware of all the intricacies of their situation though, so I cant say for certain). However, a horrible switch to capitalism and, as I said, political corruption and the emergence of oligarchs fucked them over. Then again you cpuld argue that this was inevitable due to a lack of a healthy political culture and system and russian economic influence
