What is the history of violent crime being extremely high in Latin America? Was it always thus, or did it used to be more peaceful? And if so, what changed?

Mexico in 2000 had a lower murder rate than the US did in 1990. Then the Caribbean drug smuggling routes got closed down and Mexican cartels started to get most of the money from cocaine and heroin trafficking to America. Homicide rates in Mexico tripled in between 2007 and 2011.

Also, weak legal systems due to single party rule, coups, and corruption.

Those rates may have been artificially low for Mexico, though. Historically, Mexico has had a much higher murder rate than what it had in the early-00's.

The big drop in the 90s is because the AFI (Mexico's equivalent of the FBI) took over drug trafficking for a while and that created a de facto peace in the drug market.

Then single party rule ended and things got all fucked up.

The mass urbanization of Latin America started around the early 60s with many rural families migrating and keeping the rural practice of bearing many children; families of six, eight, ten children were common and those children coming of age was around two decades later in the late seventies and early eighties. High density and high poverty leads inevitably to informal economies and crime, and also Latin America has something that its unique to the region in coca crops growth and traffic. Put all this together to have a grasp on why the region still is mired in violence related to drug trafficking.

LatAm is a shithole because of their obsession with populist politicians and their Pre-Enlightenment Catholic work ethic. Their culture comes with a hefty 15th century form of honor that Europeans have long since moved on from. Revenge killings, bribery, and crimes of passion ard all acceptable in Hispanic society and for this they are no better than an average European slum in the 1700s.
