Look her up, her art was iconic in the 90s but irl she's an absolute nutcase.

The color pallete is Lisa Frank, the dreamy overpopulated ocean tableau with above/below sea level viewing perspective thing was popularized by Robert Wyland aka "Wyland" beginning in the 80s and mercilessly ripped off and made kitschier and kitschier both by copyists and eventually by him to compete with the imitators . It's a meme now but the original Wyland murals are pretty cool because they're at life size scale and not so ridiculously crammed with sealife.

The more commercial Wyland typical style/subject that the OPs image is a shameless copy of

Shockingly enough, this is "children's jigsaw puzzle"
As the filename says, it is the "Paradise Cove Puzzle"
This is the 1980's forerunner to psychedelic rave art
Wikipedia claims the work of John C. Lilly inspired "Ecco the Dolphin" and the artistic inspiration for Chuck Person's Eccojams is clear

You could call this "grand ensemble"
There are links to surrealism, but I don't think that's primary; rather, this is a Theosophical expression that is neither surreal nor transcendental outside of a "bureaucratic social transcendence" of Max Weber's "Protestant Ethic and the Spirit of Capitalism"
It's a bit arresting to see this in the context of
- racial hierarchy
- social transcendence
because this seems to strip it of its sensuality and force it into a brutalist realist straightjacket
However, you cannot discount the power of this work to compromise Western racial hegemony with what is, at the end of the day, communist brutalist accessibility and lyricism
So it's a children's jigsaw puzzle at two levels: first at the physical level, and at the mental level, preparing you for pax imperia, whatever peace was established when the British empire decided to give up, whatever attitudes towards racial dominance were inherited when the British gave up the Great Game

Why was Y2K so fascinated by sea life, specially whales and dolphins?
I feel like when we get older we 'look' less and gloss over stuff more. I remember being vividly intrigued by art like this when I was younger, thinking the world was this interesting and full of fantasy. Adult life gets dull quick.
Don't know but I had a dream of Donkey Kong Country as a kid except it was a dock/water level with dolphins and whales so it was probably onto something.
Good point. Love pictures with tons of detail that you can look over and contemplate for years. That may not be the best example, but the point still stands.
