The color pallete is Lisa Frank, the dreamy overpopulated ocean tableau with above/below sea level viewing perspective thing was popularized by Robert Wyland aka "Wyland" beginning in the 80s and mercilessly ripped off and made kitschier and kitschier both by copyists and eventually by him to compete with the imitators . It's a meme now but the original Wyland murals are pretty cool because they're at life size scale and not so ridiculously crammed with sealife.

There are links to surrealism, but I don't think that's primary; rather, this is a Theosophical expression that is neither surreal nor transcendental outside of a "bureaucratic social transcendence" of Max Weber's "Protestant Ethic and the Spirit of Capitalism"
It's a bit arresting to see this in the context of
- racial hierarchy
- social transcendence
because this seems to strip it of its sensuality and force it into a brutalist realist straightjacket
However, you cannot discount the power of this work to compromise Western racial hegemony with what is, at the end of the day, communist brutalist accessibility and lyricism
So it's a children's jigsaw puzzle at two levels: first at the physical level, and at the mental level, preparing you for pax imperia, whatever peace was established when the British empire decided to give up, whatever attitudes towards racial dominance were inherited when the British gave up the Great Game
