generally photoshop. which is not ideal, being a raster software with some vector effects available under layer effects. like these shapes and most of these effects applied can be done in vector form in illustrator, but the shitty antiquated interface is much more slow and tedious to deal with, so everyone just used photoshop until responsive web and variable dpi monitor resolutions became a thing, then this style went out of fashion. now it's kind of back again with simplified, flattened shapes and acrylic glass looking blur flavor.

Unlike what >>430538 said, I'd recommand doing this in Illustrator. It's trickier, but this is definitely possible and will look better. And yes this is basic skeuomorphism.

I can do it with either PS or Illustrator, but definitely easier with PS.
Although if it was a serious project and I really needed to put the effort in, I would use both.

Illustrator to make the base assets, then PS for post processing.
