For example, it requires filters that can "reduce the likelihood" of encountering certain kinds of content. This could likely be complied with just by making the existing filter system slightly more user-friendly. e.g. a "reduce racism" checkbox that could filter out any posts containing the nigger word.
Access to porn requires "age verification or age estimation technology". There are already various third-parties offering age verification APIs that 4chan could simply plug into. And allowance for "age estimation" implies that it doesn't need to be a bulletproof privacy-destroying measure like a passport check. Checks would only be required for red boards anyway.

The idea seems to be that the British government wants to incentivise the vast majority of 'web service operators' to simply introduce a blanket ban on British users so that they can avoid any potential legal trouble.
The larger services like Facebook and Twitter would be able to account for any increased risk by purchasing insurance and introducing verification systems.

Since so much of the bill is vague and self-contradicting, VPN services could be liable for prosecution, as could Tor exit node operators.
The main threat seems to be criminal liability and threat of prosecution by the British authorities. They'll probably try and levy a fine in most circumstances but I can see the Brits going for criminal prosecution against people who run sites like Kiwifarms. Whether or not this will be a success is a question for the lawyers but if your country has an extradition treaty with the UK, you might be extradited.

Under common law, the only laws outside of a constitution are the precedents set by common sense. Murder is a crime because thousands of juries (comprised of common men) over hundreds of years have set the precedent that it is so. Under civil law as we are now, what is or is not a crime is decided by a politician, who writes entire bloody novels of esoterical legalese to abstractly define it in such a way the common man cannot immediately comprehend it.
