I've never been involved in a project but can't you just start your own project and only allow people you want to have any input into it? I know this isn't possible in a large company

A CoC is a critical security vulnerability. It creates an attack vector for those who weaponize language to dominate those who are weak to that kind of attack. You shoud avoid this vulnerability at all costs.
