Let's say I wanted to cover a deformed ear with more hair that looks exactly like the rest, what would be the setting to use in inpainting? I still don't understand original and latent noise

Going to upgrade to a new PC soon and I'm scouting for specs that would be best to generate high quality SD images. Some anons were saying something about how Intel is preferable for this kind of ai image generation over amd and I had been looking at an amd motherboard and graphics card, since I wanted to also game on it with max specs. I figured the 4950 gc from amd and specs would be best for both things, gaming and image gen, but apparently there's something that's better about Intel? What am I missing here?
