I could say Turbo C++ or Visual basic 6.0, but I'm not sure if those count. That's standard fare in learning environments.In an actual work environment, my first idea was Eclipse for Java. Which proved to be a bit of a problem when the team I was added to was using IntelliJ Idea.

The point of a hello world is setting up your workflow so that you can type commands and see them executed so you can solve the problem of getting the computer to do what you tell it to do and start working on the problem of what you want to tell the computer to do so that it does what you want it to do.
