I removed my old fans off my GPU (PowerColor R9 390 3 fan GPU) with two 120mm offbrand fans. I removed the shroud and attached them directly to the heat sink, however keeping them at 800rpm the GPU eventually goes into TT although very slowly. No. The ones you listed are the exact same bin only with different heatspreaders. That $25 upcharge is entirely for the aesthetics. Well, the neo at the least is ""certified"" for ryzen but I doubt that matters when everything except for the kingston kit is 3600 16-19-19 @ 1.35v.

What are my options to modify vbios behavior? The boost is way too erratic on my 6700, zero hysteresis where it'll both essentially turn off if a 4k game is windowed or not in focus, or let some poorly programmed unity game do a 1s spike. my 5800x3d was fine.it actually had the most reliable booting out of any of my past boards. That also had to do with some memory oc parameters such as trefi being locked down and the imc on amd being dogshit that can't handle memory oc.

Another glaring hole with amd that hasn't been fixed on am5 is that there is no bios safe boot feature. You have to reset your bios if your system can't boot unlike on intel where it just boots into your bios to change the settings.
I think i remember my 5800x3d build reseting the bios completely so I would have to change every setting when i reset it.

On intel with a 9900k i had some memory training issues but i was pushing a ddr oc that was on the edge of stability.

There are very few games where RT is even worth turning on right now.
Games with only RT shadows or reflections aren't that heavy on GPU, but those effects are nearly not visible. But even then you lose up to 30% performance. Metro Exodus EE, Control and dying light 2 look much different from pure raster but performance is cut in half. So at native resolution you need 4090 to enjoy RT for the next two years.

My R9 390 died on me recently and so I've decided to upgrade rig.

all i do is browse the internet and stream 4k Blu-ray remuxes to my living room tv through Plex. but since my GPU died, i can't stream anything because it stutters. even watching on my PC with the Plex app causes stuttering. I stream from my GDrive which is probably the reason it stutters, but that was never a problem when i had a GPU.

my question is, if i upgrade to a modern CPU like a 7950x, for my use cases, do i need a GPU? i don't play games or really do any sort of video editing. I use Photoshop VERY randomly like every 2-3 months just for fun. and if I do need a GPU what GPU should I get? My current build is from 2012 and i haven't paid attention to current hardware but i can see the GPU market is pretty crazy and confusing.

Yeah... I don't think this is a good idea. Your mb cost is high, your nvme cost is high. Yet you're having trouble affording x3d which will be a huge performance improvement over both of those things.
If you want that it's fine, but prioritize CPU and GPU over mb and even storage. Even ssd storage is fast enough for almost every game. Remember a bunch of consoles still use mechanical drives and the latest gen only recently upgraded to SSD speeds. Going gen 4 seems like overkill.
I got myself 2x gen 3 nvme and run in raid 0 for faster than gen 4 speeds at lower cost. But I wouldn't recommend since raid 0 is not safe for long term storage.
My recommendation is gen 3 nvme, b450, x3d CPU. Will be faster and probably cheaper than what you're planning now depending on if you can get cheap b450.

oh yes, I'm still using the Logitech MOMO wheel, this shit is nearly 20 years old and it works flawlessly, aside from having to recenter it from time to time when I overcorrect in Dirt Rally 2
