The objective of a business is to maximize profits.
For this there is clearly an optimum regarding the pay of employees: if you pay them nothing no one will work for you but if you pay them more than necessary your profits will go down.
The point of things like this is to shift the optimum pay, i.e. to trick employees into working for less using gimmicks.

Also half the point is probably to track whether people are actually showing gratitude via virtual tacos, thus making it an enforceable policy.
Psychologically, if you forced to write down things you are grateful for every day you will actually feel happier even if nothing materially improves.

If you're forced to write down "what I appreciate at work" every day, it'll quickly become another soul-crushing busy task that feels like a waste of time. Plus, the "appreciation" feels less genuine when you receive one since you get the feeling that whoever sent you that was being coerced into doing so, just like everyone else in the company.

I think it depends on the implementation; if you directly tell employees to do it it probably won't work.
Social pressure would probably work better.
So something like not wanting to stand out when everyone else is giving tacos to a colleague that did something good.

Ever since I started my new job I've been actively working to get the word "appreciate" out of my vocabulary. Even though people can be sincere about it, management and corporate does nothing but appreciate me while they stomp my face into the curb.
