Yep. I've bought a Russian smartphone, several German phones, one French one.

You have to watch out that LTE and 5G frequencies on the phone are compatible with your carrier and country. If you're in the EU the frequencies are the same, with maybe a very rare exception on exotic smartphones. For the US I don't remember.

Also check that the phone is not carrier-locked. Unlocking a European phone can be tedious so it's better if it's unlocked. Otherwise just Google or bring it to any phone shop, they'll do it quickly for free or for 10 euros.

Anyway, there are guides for unlocking bootloader online. Then you need to get TWRP and LineageOS, in this order. There are install guides for both on the sites which provide the files, usually.
If there is no TWRP or LineageOS for this model, you can use GSI. You can use Phh’s AOSP (clean and degoogled Android) or LineageOS GSI (same as AOSP, but tweaked and has a bit different apps).

Battery life isn't improving, rather it gets worse, photo quality is not improving.

Huawei P30 Pro with its optical zoom is still one of the best and that one is several years old now.
