To make it as secure as possible, you have to turn off the internet connection. Might as well use Windows 10 at that point because at least you can install and use software on it without being connected to the internet and having to rely on cloud repos for millions of dependencies.

99% sure qubesOS is the only option. you can boot, decrypt, open a whonix vm and be anon. while still on the clear with regular stuff. (or just push 100% of your traffic through tor in whonix)

The absolute best for that is Qubes OS!
it is the operating system used when you need securty at its hardest, used by snowden and many others of that type. dont track you, if you want to be extra anon put i2p and tor gateway configured into your network.

Qubes OS makes that every program or window you open is opened in a WHOLE nother Virtual machine, so malware cannot acces the stuff in other windows. That is what its mainly known for, and ofc thats not the only thing about it!
