personally I wouldn't upgrade from a X230 to anything that isn't a quad core x280 or t480 minimum, the jump from x230 -> in terms of the on-board graphics improvement is quite noticeable however so that's something worth considering if you do light gaming

Whats the TPG take on framework?

I can honestly say there's definitely been an overall degredation with lenovo so I'm curious about the /tpg/ consensus and opinion. Is framework worth it? I know it's a lot of extra money especially just for the aesthetic of the thing but it does look solid.

Or am I better off with a Latitude/Toughbook or something?

Is there hope? Can I upgrade it more to make it usable? It already has 8GB ram, upgraded BIOS. Also the fan is loud and ticks.

To clarify, "usable" just means multiple web browser sessions, lots of tabs, some reactive websites, music going in the background, youtube video. I don't want a computer that I have to close everything down every time i want to start something new or else it literally bricks and has to be hard resetted.

In my honest opinion as someone who owns a t410 which outclasses the x200 by a long shot even that is barely usable in it's current state maxed out. Any of the old Thinkpads are a meme for any real use case at this point. I repeat, YOU SHOULD NOT DAILY DRIVE THESE. You're unfortunately fucked kiddo. Hopefully you're not daily driving it. I'd say at this point you're more investing into a solid, point a-b experience on the laptop. Couple of tabs open, check you're email or whatever, browse /g/. Light stuff. Hello I'm posting this from my comfy dual monitor T400.
I have approximately 40 tabs open, and probably half of them are youtube videos.
Yes it's somewhat slower than when theres only my text editing program open, but still completely usable.
For me its perfect, cause I tend to procrastinate, so a slower pc is perfect for working.
If I wanted something fast I wouldn't even take a laptop to begin with.

Well then hey man, I'm glad for you. Personally, I do too much gayming and shit that having a dedicated windows PC is just too big a hurdle for me to overcome just using my t410. However I will also add, using GNOME on my Macbook Pro 2012 that I got for cheap has been an absolute treat. I really don't like apple and everything they pretty much stand for, but I cannot deny the build quality, I was also able to max out everything because it was before they soldered on fucking everything.

I just do too much to rely solely on a 10 year old laptop. I honestly wish I could though, lately as things get worse in the world. I see myself disconnecting with the internet and tech overall. I hate everything the internet stands for but I cannot deny its complete and utter dominance over my life. I'm even fucking going to work on the internet now. More than ever I just hope to win the lottery, and move far into the north of Ontario where I won't be disturbed. Hey. To make a long story short, my laptop just died, and I'm in need of a new one. I mostly need it for school, but I also enjoy playing video games occasionally (think Darkest Dungeon or Laboratory Corporation) so I'd prefer something...nice. Something with a decent cooling system, if possible?

You could always keep an eye on the Lenovo outlet or on one of the many resellers on Ebay who scalp refurbs from there. Its possible you could get a Thinkpad with similarly decent specs for similar price.

I got a p53 w/ rtx 3000 a few months back for not much more than that.

Okay so I'm trying to revive this T420. When I plug in the AC adapter, the power light on the light will blink green three times, and then it will flash orange for a split second if the battery is connected. I tried disconnecting the battery, power, and RAM and holding the power button for 60 seconds, but that didn't work. I unplugged the CMOS battery and held the power button, and now the power button will light up for a couple seconds whenever I press it, but it still doesn't turn on. The SATA slot is empty, but it should still boot into the BIOS without an OS right? Does anyone have any other ideas to try?

X60 (doesn't even have it) and X200 doesn't need me_cleaner, libreboot removes it simply by overwriting the BIOS during the flash procedure. An X220 is not libreboot-compatible because not all of the ME can be removed, this is why you have to use coreboot + me_cleaner (it's built into coreboot as an option during ROM creation).

unlike the previous motherboard, the new one in place doesn't have a ATI graphics card, but I'm still going to use the same heatsink and fan
my only question really is should I remove the thermal paste for where the GPU once was, or can I just leave it in because it does not really matter?

I'm currently using a USB c to barrel jack adapter to charge my x230 but whenever I do, the top of the lid feels like it's statically charged like I feel vibrations when I rub my hand across it.
Using the regular charger doesn't cause this issue and I feel it on 2 type c chargers that I have currently and they draw 68-71W off the wall which I think is just poor efficiency.
Is this any cause for concern? I do get a light shock when I touch the USB c connector.

No, Intel ME is on the chipset, not CPU. Some Core 2 chipsets had it, others did not. But it can be removed entirely, and the T400 did have it so coreboot or libreboot is definitely worthwhile since it removes it.

Yes, the 61 series is when the earliest IME appeared on thinkpad models. The distinction with later Core iX CPUs is that the firmware cannot be completely removed on them as it could on C2D (ie starting with X201/T410), some portion much remain or the system will shut off. It is sad that there is no core/libreboot support on 61 series, but I have heard that there may be some attempt at porting this over in the future. In the meantime there are options like Middleton BIOS and me_cleaner which will fully remove IME on 61 series. Also, keep in mind that AMT is a module that runs within IME.

Delete and clean the drivers, upgrade to windows 10, reinstall drivers for both Nvidia and Intel graphic, try using Lenovo Vantage app (Microsoft AppStore) as it installs the drivers for your model from the official Lenovo site, check temps and replace thermal paste if needed.

Aside from that, there's not much to be done, it seems from what your are saying that the drivers or the SO is going nuts, specially because of the brightness settings getting out of whack, I had a similar occurrence but with the caps lock function not displaying when it was activated and Lenovo Vantage installed the proper software.
