The idea of a cyberdeck has been around for a long time. The current popularity is based around two philosophies: One group wants to make rugged bug out pcs, like >>81458653 states. Most of the cyberdecks you'll find online are made by hobbyists who just want the thing to look cool, but there is a small community that uses/modifies regular rugged laptops and fill it up with wikipedia backups/pdfs etc. and stores them away in case of an emergency

If you're in a grid down situation where you're required to plug into a LAN or have multiple USB devices connected you're gonna have a proper power supply to power a laptop. A guy sitting alone at home with only a 30 watt solar panel is not going to do anything more than maybe watch a movie, read the occasional PDF, listen to music or write some notes. In the same space that thing takes (and I mention space because it's clearly aimed at portable operation) you could put an HF radio, VHF radio, smartphone and a small solar panel.
